Summary In recent years, the service quality of land transportation has been significantly improved in Taiwan, and hence, the air transportation within the island has been replaced by other land transportation means gradually. The passenger volume of the domestic flights in 2013 was only 28% of the passenger volume in 1997. The primary service targets in the market have also shifted from Taiwan’s west corridor to the east side and remote islands of Taiwan. In addition, the primary reason of the offshore island routes becoming the main routes of the domestic flights is that the main island of Taiwan can only be connected with its offshores through marine and air transportations, and stable marine and air transportations have great impacts on the living quality of the offshore residents such that the offshore residents and passengers rely heavily on the time-saving and comfortable air transportation. However, seasonal, peak and off-peak demands on the offshore flights are significantly different from each other, and the offshore areas are likely to be affected by the seasonal weather such that airports cannot reach the standard for taking off and landing in addition to the rapid growth of tourism of the Mini-Three-Links and the local areas, leading to significant increase in the demands by the tourists, which causes the offshore residents to have difficulty in tickets booking.

The project try to study the supply and demand status of the domestic air transport market and to conduct cost-effectiveness and financial analysis on all flight routes in order to determine the value of the presence of each route. Moreover, with the decline in the demand of domestic flights, a lot of airports mainly relying on the operations of domestic flights are facing the problem of insufficient number flights and passenger volume, leading to frequent operation losses. This project summarizes all of the problems in the domestic air transportation and organizes relevant resources in order to propose most appropriate relevant suggestions as a reference basis for the civil aviation management unit to stipulate policies.
