Summary To assess the sustainable performance of transportation systems in Taiwan, the integrated sustainable transportation indices are indispensable. Based on the results of the research conducted in the first year, this project updates the integrated sustainable transportation indices as well as formulates the model for evaluating the sustainability of the national transportation systems. The model applies a two-stage Principal Component Analysis (PCA) approach to calculate the sustainability of the national transportation systems from 1993 to 2004. The first stage of the PCA approach is to evaluate the factor scores of four assessing schemes, which contains sixteen indices under energy usage, economic efficiency, environmental protection and social equity, and the outputs are used as the input data to take account of the sustainability on the second PCA approach. The outcome of first stage PCA presents the sustainability of four schemes respectively. Before 1997 the economy scheme and energy scheme were showed to be sustainable but were headed to un-sustainability after 1998. The sustainable trend of environment scheme and social scheme differs from those of the economy scheme and energy scheme at the same time. Furthermore, the integrated sustainability of the national transportation systems arose to be positive development from 1998 to 2003 as well as appeared to be negative development before 1998.
  This project includes another three research issues: 1) setting up the sustainability assessment model for evaluating the performance of county transportation systems in Taiwan, 2) constructing the framework of the assessment indices database, and 3) drafting the strategy maps. The sustainability assessment model is exercised to estimate the sustainable performance of each county’s transportation system. The assessment results can be referred by the central government in subsidizing the financial resources to local governments. In addition, it is necessary to construct the framework of the assessment indices database and establish the database management system as well. Lastly, the strategy maps contains short-term, medium-term and long-term strategies, which provide the government with strategies in policy making.
