Summary The sources of revenue of Taiwan Railway Administration (TRA) are incompatible comparing the passenger volumes of her short-distance and long-distance customers. The long-distance passengers have contributed the majority revenue of TRA, while the volume of long-distance passengers is much less than that of short-distance passengers. In other words, TRA’s long-distance passengers have shared unreasonably high cost compared to short-distance passengers. The current distance based fare structure adopted by the TRA has resulted in this consequence. Moreover, facing the upcoming business competition from the High Speed Rail (HSR) system, TRA must review and revise current fare formula and pricing strategies in order to meet this challenge. Therefore, the main purpose of this research is to evaluate how it can be if the fare structure can be changed from the current distance based concept to a new zonal fare one.
  To ensure the feasibility of the proposed new fare structure, a number of pricing strategies for TRA are also discussed in the research, including fare collection system, adjustment of train schedules and stops, simplification of service classification, etc. All these discussions are all consistent with the reconstruction plan of TRA.
