The decision whether or not the freeway collector roads is improved depends on several factors, such as local surroundings, traffic demand, traffic conditions, and budget constraints. Due to the insufficient objective standards, central and local government officials are difficult to evaluate and prioritize these freeway collector improvement projects.
This research aims at establishing standards for freeway collector improvement projects, so all the projects are evaluated and scored according to some important criteria. These criteria and relative weights are generated through the Analog Hierarchy Process (AHP) method, and the questionnaires are responded by experts in the transportation engineering fields. Each criterion is further classified into several detailed items.
In this proposed process, each collector improvement project is examined and scored according to the evaluation items. These items reflect the importance of these projects, thus provide objective standards for prioritization.
In the process, an overall threshold is determined according to budget constrains, economic and engineering criteria. The threshold is specified as the minimum standard. If the score of the project is below the threshold, the project is not considered in the future plan.
