Summary | Published in March 2004 IOT SERIAL No. 93-25-691, 88pp. In traffic management, vehicle plate recognition (VPR) is receiving more attention for the enhancement of traffic control efficiency and police surveillance. In this study, characteristics of vehicle plate recognition systems and their impacts on the efficiency of plate recognition systems resulted from scale and font of plate are analyzed. As the ITS (Intelligent Transport Systems) gains more attention, the automatic identification of vehicles on the road has turned out to be an importation research issue. A VPR system is an instrument that uses image-processing technologies to identify vehicles by their license plates. It is used in various security and traffic applications. The VPR system is gaining popularity in security and traffic installations. In Taiwan, the most popular use of the VPR systems is to be a powerful assistant tool for the management of the parking entrance control. There are about 30 parking lots installing the VPR system in Taiwan. However, the VPR system is installed mainly for security rather than collect parking fee. Recently, police departments of some counties\cities in Taiwan are interested in using VPR as a powerful tool for inspecting stolen cars. Police departments, such as the ones in Hauling County and Taipei County, have already used a VPR system for inspection of stolen cars now. A VPR-based facility is set in Taipei to gather traffic information, including the travel time and volume. Practically, the purchasing agents are concerned about the accuracy as well as the reliability of the plate recognition system. However, there is no suitable procedure for them to examine the accuracy and reliability of the plate recognition system. In this study, the characteristics of plate recognition systems are analyzed and the principle is developed for making a procedure to examine the accuracy and the reliability of the plate recognition system. Because the design of the plate is one of the main factors that influence the accuracy and the reliability of the plate recognition system, we check the plate used in Taiwan and try to find out its disadvantage to the efficiency of plate recognition systems. Some suggestions are made for the improvement of plate design. |
