Summary | This study conducted a cost-benefit analysis for battery electric buses, diesel-electric hybrid buses and diesel buses, and investigated the differences between them. By exploring issues regarding their operations, this study proposes suggestions that will help the transportation sector promote energy conservation and carbon reduction under the current circumstances.
Based on the purchase costs, operations and maintenance costs, effects on energy conservation and carbon reduction (environmental effects) of these buses, this study found that under a specific scenario, the total cost of diesel-electric hybrid buses exceeded that of diesel buses by 13%, and the total cost of battery electric buses exceeded that of diesel buses by 7% to 19%. The results show that diesel buses still have comparative cost advantages. However, the environmental benefits of diesel-electric hybrid buses and battery electric buses vis-a-vis diesel ones are 1.37 times and 2.20 to 5.53 times higher, respectively. In addition to purchase costs, maintenance and replacement costs as well as mechanics’ special skills are also key issues for operators to think about when putting diesel-electric hybrid buses and battery electric buses to use. At present, due to better stabilization and fewer faults than with battery electric buses, diesel-electric hybrid buses are preferred by bus operators generally. And, these buses could also be a feasible alternative to improve air quality. Because various technologies for battery electric buses are still under development, it is difficult to assess which one is the best alternative-fuel bus technology for Taiwan. Hence, this study suggests that remote monitors and battery management systems should be included in contracts when bus operators purchase battery electric buses. Meanwhile, bus operators should raise their maintenance skills for battery electric buses and the government should take measures to assist bus operators in tangible ways, including subsidies for purchasing battery electric buses and battery sets, as well as building charge facilities. Moreover, it is necessary to raise awareness and knowledge of battery electric buses for both the public and private sector. |
