Members involved in a BOT project usually include government, investors, lenders and insurance providers. All of the involved parties need to share the risks of the project. General speaking, private investor’s risk tolerance level is set to be below the government’s standard. Therefore, a BOT project will be terminated by its private investors if the external environment changes severely or the revenue is seriously lower than it was expected. Hence, risk analysis and control should play a critical role in BOT project management. In order to prevent the unfavorable situations from happening, our government needs to monitor the implementation of BOT projects with the assistance of a dynamic warning system. This study identifies the possible risks existing in transportation BOT projects and proposes a risk assessment mechanism and a dynamic warning system to meet the requirement before and after projects implementation. It is hoped that the study results could provide some references for the implementation of transportation BOT projects and also make the projects more successful.
