Tainan is a famous historical city with many scenic spots, but there is a lack of convenient transportation to those places. This study aims to meet the tourism need of Tainan area by using the A.H.P. method and the planning method for developing community traffic. The results of this study not only justify the user-friendliness of traffic line but also promote tourism and increase job opportunities. It is a new way to use the A.H.P. method for creating user-friendly transportation and the indexes. The six indexes are accessibility, comfortablity, safety, low-pollution, convenience, and connection. The most important index is accessibility
accessibility, safety, and comfort are the next important indexes. The six indexes are divided into 35 sub-indexes.
By using the concept of KVEP, we plan the main and minor tourism routes to connect five scenic spots in Tainan city. There are four sidewalk systems for places of historical interest, including Chih-Kan Lou, Confucius Temple, Koxinga’s Shrine, An-ping Castle, and Erh-Kun-Shen Artillery Fort. We suggest that Tainan City ask for some budgets from the Tourism Bureau, Council for Economic Planning and Development, or Council for Cultural Affairs, to improve the five places of historical interest. Also, they can encourage investors to construct or enterprises to donate or share the maintenance fees.
