Summary | In this study, we propose nine alternatives to the privatization of the existent Sun Yat-Sen freeway. The benefits and problems of each alternative are analyzed first. The countermeasures for each problem are then proposed. The research results show that the alternative of selling the Sun Yat-Sen freeway is infeasible, since it not only violates the related regulations, but also might cause monopoly power of freeway operation being abused. The alternative of the floatation of the Sun Yat-Sen freeway needs a further study because of the complexities of foundation of a new freeway company and the re-assessment of the assets. As to the alternatives of outsourcing maintenance service, freeway widening, toll collection, interchange joint venture, rest area operation, fuel service and pipeline laying service, they are feasible and worthy of further considerations. |
