Summary Due to the high traffic volume on intercity highways and on important urban roadways in our country, traffic accidents usually occurred and hence lots of social and economy cost was incurred. For instance, once an accident occurs in a closed roadway system, like freeway, with high traffic volume conditions, if rescuers cannot be informed immediately and go to handle the scene quickly, it always results serious traffic congestion and affects travel safety and efficiency of road users pretty much. Hence, if ITS-related technology can be applied and developed, we can build a national level emergency management system for road transportation accidents. The system could efficiently detect the occurrence of an accident and locate it and retrieve relevant information of emergent accidents, and then dispatch emergency rescue fleet to the scene in a very short time to clean the spot and recover traffic flow. For the improvement of roadway traffic safety and efficiency, this system can get physical benefit as well as achieve the transportation goal of ITS.
  This project is the second year of a 4-year-plan. The first year's project studied detection technologies for transportation incidents, and also built incident-reporting information system architecture among and within various rescue institutions. Through technology investigation and system planning, the first year's study intended to shorten the detection and reporting time after incident occurrence. This year's project follows the accomplishment from last year. The focus is on rescue fleet management system and rescue vehicles' route guidance system. It is expected that through application of advanced fleet management and route guidance system, rescue vehicle could reach the incident site more quickly. The contents of this project include: fleet management and route guidance system's technology study and demonstration model building, and the structure of Emergency Management System (EMS) re-examination and repair. Two expert forums are also planned to gather public information. It is hoped that by building emergency rescue system for transportation incidents, rescue efficiency and traffic safety could be highly enhanced. ITS industry in Taiwan could also be encouraged by the development of EMS, and higher transportation efficiency could be reached after the implementation of this project.
