Summary | In recent years, with the trend of globalization, cross-strait direct flights and the opening up of Taiwan to mainland tourists, there have been major changes in the overall market's international air and sea transportation. Domestically, the availability of the High Speed Rail has also greatly changed the market structure of domestic land development and intercity transport. Regarding the environment, the impact of carbon reduction measures and global climate changes have influenced the public's lifestyle and the government's policy implementation, further increasing the demand for expanding disaster prevention and early warning capabilities. Furthermore, the popularization of information and communication technology has led to increasing innovations and applications, and changes in social economic status because of an aging population and low birth rate require proper responses in terms of implementation of transportation policies.
This institute has served as the Ministry of Transportation and Communications (MOTC)'s long term think tank, integrating transportation policy decision making and research & planning of applications to help the MOTC establish, integrate, and coordinate transportation decisions and implementation programs. Furthermore, we support all levels of transportation administration, technology, research and development, and innovation and define our primary task as establishing communication channels among transportation related parties from the government, industry, and academia. Our expectation is to set the direction and lead the development of Taiwanese transportation and transport, while managing the transportation policy implementation and development of innovative technologies. Looking back at 2011, the institute has continued to have a broad and open vision, and by combining innovation with professionalism, has continued to support the MOTC decision making process. In terms of the three main research topics of the institute, our focus in “Supporting MOTC to Set Up Major Transportation Policies” include: proposing green transportation and low carbon development strategies and action plans; proposing transportation policy white paper, driving safety and energy reduction driving improvement strategies and researching and analyzing public transportation management strategies and means; proposing the integration of strategic planning and development of the transport and logistics service sector. Our focus in “Supporting Subordinate Agencies and Local Government to Implement Transportation Policies” include the following: help complete the Eastern Taiwan classic bicycle network planning for 2011, complete the engineering design reference manual, completion of the 29th “Improvement Programs for Accident Prone Road Sections in Taiwan”, help the MOTC supervise the National Freeway Bureau and Directorate General of Highways to implement “Traffic Signs Integration Problem Improvement Program”, help the Taiwan Railway Administration review and propose risk management of system's improvement strategies, help subordinate agencies and local governments with safety and maintenance management of bridges, complete research on the establishment of a railway disaster information system, and promote the i3 Travel Program to complete the intelligent travel infrastructure for the Sun Moon Lake National Scenic Area. Our areas of focus for “Establishing Transportation System Technology Standards and Information Platform” include: research and propose bridge safety prevention technology, determine relevant specifications for engineering methods, develop energy-saving methods for harbors, harbor ecological environment assessment guidelines and underwater structure design criteria, complete domestic routes' ship safety management certification system of the pilot plan and propose draft certification system, completion of the 2011 version of the Highway Capacity Manual (including software), publish economic evaluation of the transportation system operating manual (including software), develop a method for estimating the carbon emissions model and benefits of transport engineering, etc. Furthermore, we were able to successfully complete the promotion of the formulation of the project plan and supervision, coordination and consideration of important issues, the involvement of international cooperation, and other temporary matters assigned. Looking ahead, we will continue to support and promote the re-engineering of government organizations. The institute will continue to have a fair and objective perspective, with a responsible attitude, to serve the three major objectives of MOTC with professionalism. The three major objectives are “Sustainable Transportation” as a development vision, to conform to the practices of “Implementation of Green Transportation for Environmental Protection”, “Implementing Humanized Transportation by Realizing Social Justice”, and “Raising the Economic Competitiveness of Rapid and Convenient Transportation”. We will actively promote related works to build a solid foundation for the long term development of the nation's transportation infrastructure. |
