Summary | With rapid changes in technologies and society, there are tremendous changes in human, vehicle and roadway environment. To upgrade the safety levels of roadway traffic, the review of traffic safety facilities should be conducted consistently to meet the current and future changes in the traffic environment. Therefore, it is necessary to develop a deployment mechanism for the innovative safety facilities with respect to administration, test and validation aspects of this mechanism in order to smooth the introduction of these facilities. The purpose of this study is to develop a deployment procedure of the innovative safety facilities and to establish the revision of the technical reference manual of traffic engineering. Based on the results of literature review and comprehensive interview of the associated experts, the Innovative Traffic Safety Facility Evaluation Committee hosted by the Directorate General of Highway is recommended by this study, authorized by the the Ministry of Transportation and Communications (MOTC), to conduct the proposed deployment mechanism. Any provider of these innovative facilities should prepare all the required documentation to submit their application to this committee. The committee then follows the preset standard procedure to process the evaluation. The results of this evaluation will be divided into three categories, i.e., accept, reject, or pending for further test. The accepted facilities are then stored in a public accessible database on internet for inquiry. Any complain or dispute with respect to the evaluation results should be handled by the Review Committee or the Appeals Committee of the MOTC. |
