Summary The Taiwan Railway Administration (TRA) always serves as a major mode for passenger and freight transportation in Taiwan. In recent years, many accidents occurred in TRA, which resulted in negative impacts and impressions on the public. Risk management is an important mechanism in foreign rail-advanced countries. Through the development of safety indicators, safety conditions can be monitored and any deviations from normal operations can be corrected to avoid serious accidents.

  This study reviews the safety regulatory principles and management system of railway systems. Some suggestions regarding railway supervision and regulation that should be first implemented by the government are proposed. Actions that could be adopted to improve safety levels for TRA are also suggested. This study collects accident data and develops safety indicators to identify high risk accidents for TRA. Based on past accident data and level crossing information, a “TRA Level Crossing and Safety Database” is also established to provide a platform for recording and updating safety data.

  This study is a demonstration project. In order to improve railway safety in Taiwan, it is recommended that accidental definitions and categories be clearly defined and safety management procedures be well established. The analysis of incidents and near-misses are neglected in this study due to lack of data. Expanding the extent of safety indicators will be required in future researches.
