Summary Being located in mid-Asia-Pacific region, Taiwan possesses a geographical and technological edge in export-led manufacturing, and has played a very important and key role in the business model using Global Logistics Management (GLM). Hence, the government has been nowadays endeavoring to implement the project of “Challenge 2008: National Development Plan”. Under the policy initiative, there is a sub-plan for nurturing Taiwan-based “Operational Headquarters”. It is posited that the core implementation measure may be gone through by setting up “the Free Trade Port Zone (FTPZ)”. In turns, the Legislative Yuan has passed “The Free Trade Port Zone Act” in 2003. Following the enactment, the government has authorized firms to set up so-called “inshore but duty-free custom” FTPZ platforms at airports, harbors or nearby areas. These guidelines strategically aim not only to help Taiwan’s international corporations to take advantage of the GLM Model, but also to help improving the macro-policy of envisioning Operational Headquarter Plan, via the advocacy of “Acting Locally, Thinking Globally”.
