The objective of this study was to diagnose current organizational system issues in order to improve transportation safety. The organizational system and operational function of transportation for land, water, and air modes were first investigated and analyzed. International similarities, such as the United States, Japan, and the Great Britain were reviewed for reference. Focus group discussion and questionnaire survey were also conducted, before workshops were held to bring together opinions from different aspects.
Administrative system for transportation safety includes policy-making, operation supervision, incident rescue, accident investigation. As it is a completely different subject, the incident rescue was not included in this study. It was suggested with most consensuses that an independent committee be formed to conduct accident investigation for all modes, namely Transportation Accident Investigation Council. After a thorough review of the current legal system, organization and policy operation mechanism of transportation safety, it was found that rail, water, and air transportation organizations have more independent operation features than the road one. Thus, the respective agencies supervising the operations were considered adequate. However, road traffic safety has more involvement with the general public as well as other sectors. It is recommended that the Committee of Traffic Safety Supervision within the Ministry of Transportation and Communications be formalized and renamed as Committee of Road Traffic Safety. Its responsibility will include policy and regulations making in regard to road traffic safety.
More than 80% of those surveyed in this study had expressed strong support of the need to initiate the Basic Law of Traffic Safety to further ensure policy continuity of the government and long-term traffic safety for the public. As such, this study has proposed a draft for this purpose and the aforementioned two recommended organizations.
