  The cores of developing intelligent highway system are Advanced Transportation Management System (ATMS), Advanced Traveler Information System (ATIS), and Electronic Payment System (EPS). Because ramp metering is an essential part of highway traffic management, it is worthy of conducting a thorough study on the know-how of selecting a ramp metering strategy which can adaptively and dynamically cope with traffic frustrations to achieve an optimal control, and of combining ramp metering subsystem with other intelligent subsystem by avoiding redundant facility installation to reach the goal of facility platform and data sharing.

  Based on the reasons above, this study summarized the ramp metering status and experience of almost 40 metropolitans across the USA, Europe and Asia. Besides, we propose the core facilities and auxiliary facilities for 12 traffic response ramp metering strategies which can be classified as three main types: isolated, coordinated, and integrated. Furthermore, according to analysis results of the connection of these facilities between different subsystems of intelligent highway system, this study proposes an installation schedule for intelligent ramp metering system. Suggestions were made for facility platform and data sharing. Besides, we also analyzed the technology development, advantages and disadvantages of these facilities. Finally, this study proposes a systemized performance evaluation scheme for ramp metering based on related evaluation projects.
