Summary | Published in March 2004 IOT SERIAL No. 93-21-689, 432pp. Although much has been achieved in domestic research on the traffic impact assessment, the laws and specifications about the reviewing on traffic impact study are still in need. Due to the lack of related laws, a great deal of the research outcomes cannot be practically implemented. Hence, this study aims to investigate the current operation procedure of traffic impact assessment and its related subjects, and propose a standard operation framework specifically for traffic impact assessment and the approach to promoting and making the supporting laws. The major outcomes of this project are as follows. 1. Locating problems on current operation procedure of traffic impact assessment: Currently, traffic impact assessment study for site development is legislated in laws of urban planning, zoning, architecture, and environmental impact assessment. The major problems include (1) a lack of coordination among traffic-related departments, (2) a lack of consistent reviewing items and standards, (3) a lack of follow-up tracing mechanism. 2. Proposing a standard operation framework for traffic impact assessment: The overall process could be regrouped in planning and practical phases. The Transportation-related Departments should be in charge of the traffic impact assessment issue, and the reviewing comments authorized by Transportation Departments should be part of land development application materials. 3. Proposing the strategy for promoting the legislation of supporting laws: The standard procedure of reviewing traffic impact assessment should be administered by the national government, and the local governments should reserve the rights to make the laws for practical implementation. |
