Summary	To establish a state of sustained transportation and a biker friendly environment, the Ministry of Transportation and communication has initiated a comprehensive strategy program by constructing bicycle lane infrastructures and promoting bicycle touring packages. The ultimate goal of energy efficiency and carbon reduction was set in three stages. The first stage is to implement the “bicycle touring island”. The second stage is to build the “bicycle life island”, and the final stage is to achieve the goal of the “bicycle transportation island”. 　　The comprehensive plan of bicycle network implementation for the eastern region was started in 2009, and three major projects, including bicycle lane network implementation, bicycle/railway transfer facilities, a bicycle tour information system and a bicycle journey service website have been accomplished. In addition, an estimated 1,136 kilometers of bicycle lane network, 11 bicyclist touring depots, a bicycle/railway tour service, and a bicycle tour information website will be implemented in the near future. The implementation of bicycle infrastructure and services in the Eastern region has been reviewed in his paper. Moreover, the implementation process and promotion-intensive program are listed among the future goals of the bicycle island (bicycle transportation island) in Taiwan. Furthermore, bicycle activities have been more and more popular in the province. Various design reference manuals were published by domestic and foreign agencies, including the Sports Affairs Council, Construction and Planning Agency, and Institute of Transportation, MOTC, Transportation Agency of Netherlands. For general reasons of safety in planning, design, and the maintenance stage, a uniform bicycle infrastructure design manual has become indispensable. Therefore, as a sub-scope of the project of the Bicycle Lane Network for the Eastern Region Master Plan, the Institute of Transportation has conducted a comprehensive plan of bicycle network implementation for the eastern region, covering the publication of an integrated reference manual for bicycle lane plan and design. The publication nowadays has been referred to as the bicycle facilities implementation standards and criteria for all construction departments and agencies.
