| Summary | This study is aimed to investigate the issues of improving the quality of accident adjudication and establishing the accident reconstructionist licensing system. After reviewing the fundamental function of accident adjudication, we explored the critical factors of the whole framework. Opinions from professionals in the law, traffic engineering, police, and public officials were gathered as key references before a questionnaire of the general public were conducted. Experiences from several countries were also reviewed. The results of the above mentioned questionnaire indicated that the present accident adjudication system might be improved and several influence factors were also identified. This study presented the related improvement alternatives. After interviews with personnel involved in accident reconstruction process, we found that the most acceptable accident adjudication system is run both by the public and private sectors, in contrast to the current practice totally operated by the government. For execution purpose, actual practice strategies and timing plans were also suggested. |
