Summary
The series of studies on regional transportation planning for Taiwan started in 2016, and the project of eastern Taiwan is conducted from 2022 to 2024. The eastern Taiwan region comprises three counties, Yilan County, Hualien County, and Taitung County, and the series of studies lasted three years to investigate and analyze travel characteristics, forecast demand and supply, and propose developing strategies in order. This year (2022) was the first year of this series and the focus of this year’s work will be on the survey and analysis of travel characteristics. Through the survey of trip characteristics and the screen-line traffic volume, the project summarized travel behavior trends within the region. In addition, the socioeconomic characteristics of the target year were forecasted. The outcome of this project will be the foundation for constructing the regional transportation demand model for Eastern Taiwan. The outcomes of this study are summarized as follows:
Future socioeconomic trends
(1) The population of the eastern Taiwan region is expected to decline continually, and the proportion of the population in the region is also expected to decrease relative to the overall population in Taiwan in the future.
(2) The household size, the number of households, the employed population and the school population in theeastern Taiwan region are expected to decline.
(3) Personal income and vehicle ownership are expected to continue growing slowly.
(4) Compared with other regions, the growth rate of domestic tourists in the eastern Taiwan region is relatively high and will reach its peak in 2041.
Observation and analysis of travel characteristics
(1) Private vehicles, such as cars and scooters, are the main mode of transportation in the eastern Taiwan region, and the market share of public transportation is around 2% to 5%.
(2) Private vehicles are the main mode of transportation for HBW, HBE, HBO and NHB trips. NHB trips in Yilan County have the highest market share of non-motorized modes among all counties in the region.
(3) Taitung County has the longest average trip length (4.6 km per trip) and Hualien County has the shortest average trip length (3.8 km per trip) on weekdays. Taitung County has the longest average trip length (5.1 km per trip) and Yilan County has the shortest average trip length (3.5 km per trip) on weekends.
(4) Hualien County has the highest trip rate (2.28 trips per person) and Yilan County has the lowest trip rate (2.06 trips per person) on weekdays. Yilan County has the highest trip rate (1.70 trips per person) and Taitung County has the lowest trip rate (1.35 trips per person) on weekends.
Observation and analysis of travel characteristics for the elders
(1) The major purpose of trips for people aged 65 and above is to go on HBO trips. The proportion of HBO trips for people aged between 65 and 74 is over 66%, and for people over 75 years old is over 70%.
(2) People aged 65 and above have a relatively low usage of private motorized vehicles, and the market share is even lower with people aged 75 and above. The market share of non-motorized modes is higher with people aged 75 and above than with those aged between 65 and 74.
(3) Over 60% of trips made by people aged 75 and above are within 3 km per trip.
