Summary | The progress of Intelligent Transportation Systems (ITS) development in Taiwan has been moved to the stage of field deployment. However, due to the shortage of government budget and the renewing technologies of ITS, government agencies obviously perform less flexibility than private enterprises in promoting ITS development. In order to accelerate the development of ITS, how to effectively introduce the technology, flexibility, budget, and efficiency of private sector becomes a critical issue. According to “The Program of Promoting Private Participation in Intelligent Transportation System Infrastructure Projects” announced by the Executive Yuan, some corresponding countermeasures are still needed for implementing that program. Based on that, this research attempts to propose the details of the countermeasures for the implementation of the action program and for forming the market of related industries. This research is a two-year project. In the first research year, based on the summarized experiences of private participation in ITS projects in other countries, we proposed solid corresponding countermeasures in order to improve the ITS development environment of Taiwan. In the second research year, the surveys on the items of operation and the conditions of market, which are related the private sector to deploy ITS, will be conducted. Besides, the feasible projects of private participation in ITS will also be formulated as the implementation reference of related authorities. The major research results for the first-year project are delineated as follows. Firstly, a recognition system for ITS projects was proposed, including its organization framework, functions, evaluation principles, and application documents, etc. to accelerate the procedure. Secondly, regarding subsidies to ITS projects promoted by local governments, we proposed principles, mechanism, resources, and evaluation process for providing subsidy. Thirdly, we also suggested the suitable items of ITS for private participation and items of ITS infrastructure which are needed to be established in advance to attract further ITS development from the private sector. We also proposed the ITS platform projects and their implementation strategies. Finally, the relative laws have been examined and their revisions have been recommended. The attractive conditions and the development directions for government to enhance private participation in ITS projects have also been suggested. |
