  Due to the fact that rail transportation system is more efficient and has less impact on environment, it is essential to promote rail transportation in Taiwan for its limited land with high population. Although Rail transportation has high social benefits, it requires an enormous capital expenditure. In order to provide a service that complies with predetermined quality of service under the most cost-effective conditions, it is necessary to analyze the capacity of rail system during any of planning, design, and operation stages.

  This study is the first phase of rail capacity research for Taiwan Railway Administration (TRA). The study tries to develop a rail capacity model for regional rail, in terms of the number of trains per hour, and through it to examine the rail capacity of TRA. The result of this project is an essential part of regional rail in the series of rail capacity research. It will be further used to evaluate the future improvement plan of infrastructure for TRA.

  In the second phase, some issues including capacity model for regional rail, in terms of the number of passengers transported per hour, an estimation model for dwell time, and simplification for the capacity model developed in the first phase will be studied. In order to complete capacity research for regional rail, a GUI-based program for capacity analysis and some empirical studies of benefit evaluation for TRA improvement projects will be required in the successive researches.
