Summary | Global warming has led to an increase in climate change, and its impact and effect on the transportation system have become serious. The road systems are the most closely related one towards people’s daily lives among the entire transportation system. However, existing planning mechanisms and associated specifications of road infrastructure have not adequately considered climate change adaptation. If the concept of climate change adaptation can be incorporated into the road infrastructure planning stages, its ability to respond to extreme weather events will be effectively enhanced. We conduct a two-year project of “A Study of Enhancing Highway System’s Adaptive Capacity in the Planning Phase.” In the first year, we will complete a rolling review of the transportation system adaptation strategy and develop mechanisms and methods to strengthen adaptation capabilities in the highway system planning stage. This project continues the results of previous research, collects, and analyzes the foreign newly trends of adaptation development in transportation systems, and guides the adaptation actions of domestic transportation system facilities authorities to be in line with international standards. It also explores ways to strengthen adaptation capabilities in the highway system planning stage. As a basis, we will develop guidelines for strengthening adaptation capabilities in the planning stage of the highway system for reference by the authorities responsible for the highway system facilities, leading to enhanced highway system adaptation capabilities in response to climate change. Additionally, training sessions were held to strengthen the transportation administration’s understanding of adaptation. |
