Summary
       To strengthen Taiwan’s resilience to climate change, the “Greenhouse Gas Reduction and Management Act” ratified in July 2015 and the amendment to the “Climate Change Response Act” announced in February 2023, of which Article 19 requires the central industry’s competent authorities to formulate and revise the Adaptation Action Programs for particular sectors, by corresponding sectors vulnerable to climate change impacts. The Adaptation Action Programs should be four years in each sector.
       Among the entire transportation system, road systems are the most closely related to people’s daily lives. However, existing planning mechanisms and associated specifications of road infrastructure have not adequately considered climate change adaptation. If the concept of climate change adaptation can be incorporated into the road infrastructure planning stages, its ability to respond to extreme weather events will be effectively enhanced.
       Therefore, the Institute of Transportation(Ministry of Transportation and Communications)has developed the “Climate Change Adaptation Guidelines for Highway Systems in the Planning Phase.” This project aims to collect and analyze practical cases of adaptation as a reference, to guide the competent authorities in charge of highway facilities to implement their applications. Besides, training sessions were held to strengthen the competent authorities in charge of highway facilities to improve the highway system’s adaptive capacities. This project also compiled an adaptation outcome report and capacity building report of the critical infrastructure field.
