Summary | Published in January 2003 IOT SERIAL No.92-8-4164,502 pp. This study compared the existing fees and tax schemes in this country with those of other countries, and examined the fitness of current structure and collection approaches. By applying economics and tax theory, this study described assessment process and proposed alternatives for issues that were dealt with by the Ministry of Transportation and Communications (e.g., license plate tax, fuel tax, and air pollution fee). This study also offered suggestions on transportation demand management policies (e.g., turnpike tolls and urban parking fees) and derived schemes for practicing congestion tolls on urban roadway. In order to present a practicable version of “Feasible Alternatives Regarding Rates and Collection Approaches on Fees and Taxes of Automobiles and Motorcycles”, this study assessed the reactions and responses from users, transportation system operators, and automobile and motorcycle manufacturers, evaluated the environmental impacts and social welfares for all alternatives, and derived remedies and solutions for drawbacks accompanied with the proposed alternatives. |
