Summary After the development of the main products on computers, communications, and consumer electronics (3C), the fourth product (4th C) used in automobile electronic products becomes an amazing superstar in the future under the cooperation of industry, government, and academic sectors. The integrations and applications of information platforms of on-board-unit (OBU) are extremely paid close attention to this newly development area by government and industries. Meanwhile, it is a common focal point by intelligent transportation system (ITS)-related telematics and information societies. Via the rapid developments of communication and service, the development of internet-ITS turns out to be mature day after day. The mobile and hand-held communication devices would be a useful tool to provide the ITS services such as instant traffic information via the integration of Global Positioning System (GPS) instruments on OBU. It can provide the car driver with a mobile digital living space to enjoy the instant information without losing connectivity when he/she leaves out of office. The government not only vigorously arranges to deliver the related instant traffic information and ITS services to customers via OBU, but also eagerly brings more chances for relative industrial companies to create incomes from these new services. Moreover, the government hopes to bring the domestic ITS-related and the added-value applications of instant traffic information. Therefore, this research project mainly focuses to handle the wireless communication, OBU, wireless internet surfing, traffic information platform, and value-added instant traffic information portal for customers, etc. This research project hopes to erect the value-chain of traffic information to help the hardware/software companies, commercial affairs and information providers, as well as to create a sustainable development for ITS-related industries and new services on this industrial chain.

  Subsequently, this research project is separated to four phases to execute. The first phase reviews, plans and designs the development of the information platform of Telematics and ITS-related services with a well developed system architecture. Some of the basic communicational tests are performed to see all of the possible effects under heterogeneous communicational systems. The second phase erects the prototype of information platform, implements the integration test of experimental laboratories, and studies the value-added chain of traffic information, and the ITS-related problems met by industrial companies. The third phase executes the real-time testing on wireless network and introduces the value-added mechanisms to provide the instant traffic information. The fourth phase cooperates with the development of telecommunication network projects to conduct a demonstrative testing program to obtain the verification and validation of all possible functions and scope of views from the beginning of this project. This research project hopes to develop new kinds of value-chains and services and bring new instant traffic information to customers via OBU for all of possible applications on this project.
