Summary The administrative policy titled "Sustainable Green Transportation Promotion and Energy Conservation and Carbon Reduction Implementing Policy" of the Ministry of Transportation and Communications states that establishing an assessment model of energy consumption and greenhouse gas reduction of the transportation sector is an important task in policy making. The previous "Integrated Information Platform for Energy Consumption and Greenhouse Gas Emissions in The Transport Sector of Taiwan” project was analyze the national and overall level strategy. Building on the previous project, this project collected domestic and international literature and research about carbon reduction strategies and evaluation models, and established a model to evaluate the strategy effects on transportation demand.

The evaluation model incorporating the transportation demand model aims to strengthen the function of assessing traffic strategies. The evaluated benefits cover the use of private transport management, promotion of energy-efficient vehicles, promotion of public transport, and other strategies, and evaluate the energy conservation and carbon reduction benefit subdivided into "modal" and "regional" dimensions. The modified model was applied to assess two intercity cases for “Increasing Stations and Price Reduction of High Speed Rail” and “Su-Hua Highway Road Freight Transfer to Rail”. The results demonstrate that the “High Speed Rail” case will significantly reduce carbon emissions in the Central Taiwan region” and from private vehicles. The “Su-Hua Highway” case shows that the road freight shift to rail significantly reduces carbon emissions.

Further, this project also continues to maintain the Integrated Information Platform for Energy Consumption and Greenhouse Gas Emissions in The Transport Sector of Taiwan” project and the "Green Transportation" website of the Institute of Transportation, to improve public support for the recognition of green through green transportation advocacy and educational activities.
