Summary Intelligent transportation systems (ITS) encompass a broad range of communications-based information, control and electronics technologies. These technologies help monitor and manage traffic flow, reduce congestion, provide alternate routes to travelers, enhance productivity, and save lives, time and money. The purpose of this research is to evaluate the ITS benefits for reducing fuel consumptions and greenhouse gas emissions. Through the domestic and foreign ITS experiences, this research is not only trying to figure out the general benefit and effect on air pollution reduction, but also finding the relationship between greenhouse gas emission and fuel consumption via systematic study and then establish an evaluation model, that is suitable for Taiwan, to evaluate the ITS benefits for reducing fuel consumptions and greenhouse gas (CO2) emissions.
   In the Phase I research, we had collected the foreign and the native ITS experiences for saving energies and mitigate CO2 emissions and established the benefit evaluation models. Based on phase I research results, we re-evaluated the feasibilities of these analysis models and improved and created better evaluation modules. In this report, Chapter 1 illustrates the research origin, purpose, task items and procedures. In Chapter 2, related ITS experiences and strategies are introduced. In Chapter 3, a re-modified integrated ITS benefit evaluation model is built. In Chapter 4, the tactics issues and policies regarding the ITS beneficial results are defined. In Chapter 5, the calculation methodologies of transportation operation performances, energy consumption and greenhouse gas emission are established. In Chapter 6, seven ITS case studies are shown. Finally, the research results conclusion and recommendations are provided in Chapter7.
