| Summary | Facing to the problem of green-house effects, environment protection and sustainable development are both acknowledged as the very important issues in these days. As a result, many countries pay more attention to the cycle, which do not use the fuel as its power source, again. In recent, our governments invest a lot of effort and resources on the construction of bike lane, bike road and the establishment of public bike systems rather than solving the problems of legal system of cycle traffic affairs. Based on this reason, this study tries to review and improve the legal environment of cycle in order to solve the problems what happens or will happen in the use of cycle. In this study, it, first, investigates the power division of cycle traffic affairs between central government and local self-government. Then, reviewing the theories of Administrative Penalty Act and the rules of our road traffic management laws, this study establishes the general principles of cycle traffic affair management. These results are helpful to the legislation of cycle traffic affair management and the decision making of relative administrative actions. |
