Summary APEC was established in 1989 to further enhance economic growth and prosperity for Asia-Pacific region and to strengthen the community through the official policy dialogue between economies. According to the task assignment in APEC, transport-related affairs are handled by Transportation Working Group (TPT-WG). The issues discussed in the TPT-WG meeting are quite pragmatic, and the conclusions made from those discussions also have substantial impact on the transport policy, planning, engineering, operation, technology and transportation industries.
         Our country joined the APEC family under the name of Chinese Taipei in 1991 and then participated in a TPT-WG meeting for the first time next year (1992). Through participation in TPT-WG meetings and Transportation Ministerial Meetings (TMM), the delegates from public and private departments not only can discuss transport issues with other economies but also catch up with the latest trends in transport development to facilitate affairs under their charge, such as improving strategies to supply chain connectivity, promoting carbon reduction and green transportation for sustainable growth, the liberalization of transport services and trade facilitation, and transportation safety/security etc. Both TPT-WG meetings and TMM are important channels for our country’s transportation department to have good connection with others.
         APEC has played an important role in the Asia Pacific region in recent years. As Taiwan faces a tough diplomatic situation in the international society, APEC is actually a significant channel for all the departments in public or private division to interact with the international community. Since Taiwan is not a member of United Nations (UN) and couldn’t timely acquire the drafting details of international transport-related enactments, regulations and agreements, there is no proper opportunity to communicate with other nations. In view that TPT-WG provides this good occasion to Taiwan, the public or private departments should well utilize this platform to catch up with global trends seamlessly.
         The main objective of this study is to observe and track the development of main issues originating from TPT-WG and TMM, and discuss participation strategies for TMM and TPT-WG meetings. By means of well planned participation strategies, a deeper participation and achievement in this international cooperation platform is to be expected. Furthermore, it will help Taiwan’s transportation policy, strategy and enactment to be in alignment with international up-to-date practice.
