Summary For the development, application and promotion of the highway maintenance management system, related laws, manuals and processes must be reviewed and updated at appropriate times. The new management structure should answer to the needs of managers and agencies on all levels while integrating into the administrative process effectively to exert the expected functionality. The Institute of Transportation began conducting “A study on updating the regulations and operating procedures of highway facility maintenance and management (1)” in 2007. The study is divided into law compilation and operating process structuring. Regulations related to recruitment and maintenance management have been collected and the internal regulations of all agencies compiled. Four processes have been completed: road survey, disaster prevention and relief, maintenance planning and performance assessment. In 2008, the other 17 operating processes will continue to be executed and a data search system of laws and procedures will be established.
