| Summary | This research is one of the mid- to long-term projects for improving mover's industry initiated by the Ministry of Transportation and Communications (MOTC) since the April of 1999. In order to normalize the mover's market, the purpose of this research is to figure out the requirements of consumers, the characteristics of mover's industry, feasible evaluation procedures and contents for mover's industry, quality assurance systems and mechanism. Besides consumers' requirements and movers' characteristics, this research also explores appropriate roles for government in monitoring and improving the mover's market under estimations for the size and the distribution of the mover's market. Summarizing the whole situations of the mover's market, this research proposes an evaluation and quality assurance system and implementing strategies, which can be carried out by the government in the short-, mid-, and long-term phases , respectively. |
