Summary | This research is the follow- up study of the “The Study on the Procedure of Economic Analysis for Transportation Projects” (2007-2008) and “The Survey of Vehicle Operation Cost and Application of Economical Benefits Evaluation of Transportation Projects (1/2)” (2009). The main projects this year include conducting a survey on vehicle operation cost, reviewing and defining the parameters of economical benefits evaluation, discussing the wider benefits of transportation projects, and enhancing the functions of the Economical Benefits Evaluation Software of Transportation Projects. Based on the outcomes of a survey in 2009, this study revised the questionnaire and survey procedure, and conducted the survey to collect vehicle operation cost data. This study also proposed the parameter values of vehicle operation cost and the value revision procedure. Secondly, it employed the value of time, accident cost, air pollution and CO2 emission impact parameters to adjust the evaluation structure and parameters of the software. The evaluation of the air pollution and CO2 emission impact parameters were according to the “Taiwan Emission Data System Information” of the Environmental Protection Administration and the calculating method from the “Green National Income” of the Directorate-General of Budget. Furthermore, this study considered adding wider benefits, and proposed the predicted models and evaluation procedures of these benefits. Finally, this study proposed the revised manual and software of Economical Benefits Evaluation according to the suggestions of relative agencies, which will be good for conducting transportation project evaluation. |
