The decisions of Operating Right Assignment, Subsidy Allocation, Fare Approving , and Performance Assessment are made by different government agencies according to which jurisdiction the applier belongs to. Regarding the current system, all four applications are processed independently, even though there are naturally related to each other. The study tries to propose a strategy to simply the duplicate processes, i.e. integrating the four independent processes into one process. The new Four-in-One process will work together with the route application bidding system. More important is that performance assessment will be an important tool to decide which operators should be encouraged by giving more policy incentives. |
