Summary Eastern Taiwan is noted for its beautiful scenery and tourist attractions. Freeway No. 5 is the most important transportation channel between eastern and western parts of Taiwan. Being a much shorter route for motorists traveling between Taipei and Yilan/Hualien, Freeway 5 has experienced considerable traffic congestion on weekends and holidays.

  Results of a road user survey indicate that the primary trip purposes of the traffic in the Beiyi corridor during major holidays are for relative-visiting and recreation. They are primarily day-trips, and the trips are made only occasionally. Traffic count information shows that the traffic demand has steadily increased over the years, and severe traffic congestion occurs at the western end of the tunnel at the beginning of holidays, and on the other end of the tunnel at the close of the holidays. A stated preference survey indicates that most motorists are receptive of the preferential treatments for high-occupancy vehicles (HOV’s). Most motorists would rather take time-diversion measures, rather than route diversion, since the alternate route is not convenient to use. Past experience indicates that ramp metering appeared to be the most effective congestion relief measure.

  This study recommends (1) implementing ramp metering to smoothening traffic flow in the corridor and (2) improving service quality of the public transport system to reduce traffic demand.
