Summary | This study focused on how to analyze Taiwan’s logistics ability through APEC’s eight chokepoints and the World Bank’s LPI (Logistic Performance Index) report. Through literature review and interviews with industry in order to understand Taiwan and advanced countries’ ability of global supply chain connections, and identify the gaps between Taiwan and advanced countries and areas for improvement.
In addition, through a questionnaire of 12 questions distributed to industry, government, academia, research experts, to determine whether the problem we developed in this study is appreciate or not. And use GRA(Grey Relational Analysis) to find urgent need to improve the problem, included: “In the same supply chain, enterprises not fully link to the information system, thereby affecting the information transparent, and timely communication.”,” Lack of complete dynamic information, and thereby jeopardize the efficiency of combined transport”,” The infrastructure and related measures in Taiwan’s port and airport should be perfected to meet the needs of the logistics development”,” Meet customer needs, the logistics industry in the development of new business must apply for a new license, time-consuming and consuming things, affect the rate of new business development.”,”Today, a special characteristic properties of the cargo (the items which need low temperature management) in the free trade zone can‘t be handled well” and “Taiwan's logistics-related enterprises are mostly small and medium sized businesses, lack of integration of distributed business, Government has to spend much of the resources to co-ordinate all of the companies.” Furthermore, as the World Bank's LPI primarily reflects foreign enterprises to Taiwan with the idea of the logistics performance, the evaluation results can’t be fully representative of Taiwan's logistics performance and capacity, therefore, this study through literature review, interviews, a questionnaire survey and use of the AHP analysis, develop a more suitable index: "Taiwan's logistics performance index." These indexes have four dimensions with 26 evaluation indicators. Four dimensions are “Trade and transport-related infrastructure "," quality of logistics services "," logistics time efficiency "and" logistics costs”, we can use "Taiwan's logistics performance index" to evaluate Taiwan’s logistic ability. |
