Summary | Taiwan is surrounded by sea and relies highly on marine transportation, especially for imports and exports. However, numerous marine accidents continue to occur. Thus, marine transportation safety needs to be strengthened. The social cost and losses caused by significant accidents of the transportation system are substantial. Therefore, the final solution will be to prevent the occurrence of transportation accidents in advance and to absorb international experience from other countries. The present study addresses two major topics: (1) Research on the reconciliation of conventions on marine transportation safety between Taiwan and the International Maritime Organization (IMO). (2) Research on the reconciliation of maritime investigation and processing between Taiwan and the IMO. The main contents of this study are to collect and analyze the relevant national and international conventions on marine transportation safety and mechanisms for maritime investigation and processing from advanced countries, including the IMO. In the final report, we have summarized suitable marine transportation safety conventions and Standards and Practices for Safety Investigations of Marine Casualties and Incidents for Taiwan. Useful and accessible suggestions are also submitted in the report. Hopefully, with the results of this project, Taiwan can track the international routes to promote the competitive potential of its marine transportation, marine transportation safety, and the processing and analysis maritime cases. The present research results can serve as a valuable reference for policy decisions by the Ministry of Transportation and Communications (MOTC). The results are also helpful for relevant institutes, such as the Department of Navigation and Aviation, MOTC, the Maritime and Port Bureau, MOTC, the Taiwan International Ports Corporation, Ltd., academic circles, and shipping circles. |
