Summary        Concerning the transport of dangerous goods, under the basic framework of the United Nations Recommendations on the Transport of Dangerous Goods, the member nations’ modes of transport (sea, land, air) can reach global uniformity through the integration of “mode specifications”, while achieving seamless combined transport throughout the world. The basic framework can further analyze the dangerous goods identification requirements, including five management scopes: packaging rules, transmission of danger messages, operational norms, and transport management, under which are 15 inspection items. In view of Taiwan’s dangerous goods transport related laws and regulations, other than air transport, the UN dangerous goods transport framework is yet to be invoked. Through differential analysis and in-depth discussions, supplemented by the opinions of relevant dangerous goods transport competent authorities visited, as well as the experiences of land transport scholars and experts at seminars, it is concluded that the adoption of three national standards: “dangerous goods transport labels”, “list of dangerous goods”, and “packaging structure and test requirements” has contributed to the construction of Taiwan’s dangerous goods transport management infrastructure. In particular, in reference to the dangerous goods transport management models in the “International Maritime Dangerous Goods Code”, the “European Agreement Concerning the International Carriage of Dangerous Goods by Road, ADR” and “Specifications”, and other international rules, Taiwan's’ regulations on sea, land, and air transport stipulate the responsibilities of shippers at the source and end with contingency and accident reporting to timely connect with the world, not only enhancing Taiwan’s dangerous goods transport safety standards, but also instantly establishing global links through combined transport (sea, land, air).
