Summary To continue the creation of sustained transportation environment for bikers, the Ministry of Transportation and Communications (MOTC) has endeavored to promote short, medium, and long term goals based on the establishment of biking networks and the integration of tourism marketing. These goals include short-term goal of “creating a bicycle leisure island,” the medium-term goal of “creating a bicycle lifestyle island,” and ultimately the long-term goal of “creating an energy-conserving and carbon-reducing bicycle island.”

  The “Bicycle Network Demonstration Project for Eastern Taiwan” of the MOTC has been initiated since 2009, completing 3 major achievements in 2012, specifically, completing the bicycle networks, the bicycle/railway transfer facilities, and the full bicycle touring service. In addition, a total of 1,203.6 kilometers of bicycle lane, 11 bicyclist touring depots, bicycle/railway tour service, and bicycle tour information website were implemented. This study is on a serial basis. All classical bicycle tour routes and facilities implemented during 2009 through 2012 will be inspected. A questionnaire survey concerning bicycle trip characteristics will be distributed and a measure of effectiveness will be conducted and analyzed. A final report including further suggestions of bicycle infrastructures in Eastern Taiwan will also be submitted and published.
