Summary | This study is undertaken to design an organizational mechanism for railway administration management and technology development. The concept of system safety was employed to review the critical safety issues over the whole lifecycle of railway construction and operation. Based on the data collected from the countries with advanced railway transportation, several possible organizational alternatives were developed and evaluated by Analytic Hierarchical Process (AHP). The study results show several alternatives to plan and integrate current resources of railway technology development and administration management. Finally, the scheme and schedule to remedy the law, regulation, and technological specifications, as well as to adjust the organizational structure were also suggested in this study. We made those conclusions just on Railway Supervision, Regulation and Technology Development. If the higher-level decision makers consider the complicated policy and the government- reformed factors, in the part of the Institutions of Railway Supervision, Regulation and Technology Development, they can consult and adopt the conclusions of this research. |
