Summary The Port of Kaohsiung located on the southern part of Taiwan is the third largest container port in the world with frequent container shipping service while the sources of the import and export cargo are mainly on the northern and central Taiwan.  The Port of Keelung could not compete with Kaohsiung in its port service level, so the shipping lines choose Kaohsiung as their major port in Taiwan and which induces the long distance truck container traffic on the existing freeway.  The large volume of the container truck flow does cause traffic congestion on the freeway and imposes a negative impact to the environment. Intermodal transport is the integration of more than two different transport modes to carry the passenger and cargo in an efficient way.  The processes and topics incorporated in the intermodal transport include the shift of the transportation modes as well as the regulation, administration, management and facilities of the operation.  The recent discussions of the intermodal transport issues are focused on the international cargo transportation, especially on the inland long distance haul of the container boxes.  The value of the cargo and the requirement of punctuality of the container are generally higher than that of the other types of cargo.  The smooth operation of the links between different modes of the cargo flow is a necessity to meet the requirements of the shipper or owner of the cargo.  Railway transportation is the major tool adopted for the long distance container transport for its large capacity in one single trip of transport. The smooth integration of the operation among ocean shipping, long distance inland railway transportation and truck service is very important to the intermodal transport. The issues on how to reduce the cost and increase the operation efficiency in order to increase the capacity of the system to lower the transportation cost are the main issues on the study of intermodal transport.  The main tasks of this study are investigation & analysis on the current situation of the intermodal transport in Taiwan, analysis on the intermodal development of foreign countries, analysis on the competitive capability and distance among different transportation modes, proposal on the future development strategy of Taiwan area, etc. The result of the analysis shows that the railway intermodal transport can compete with other modes of transportation in the container transportation between Kaohsiung and the northern part of Taiwan under adequate environment.  With its favorable benefits to the whole society, container railway intermodal transport should be promoted in the future.  The recommendation and proposal of the immediate, intermediate and long-term development strategies for the intermodal transport are also brought out in this study.
