Summary | Using the United Nations’ “Recommendations on the Transport of Dangerous Goods” as the top guiding principle, applying the European Union’s “European Agreement Concerning the International Carriage of Dangerous Goods by Road” as the paradigm of the transport of DG by road, this report analyzes the structural models of the provisions in the UK, the USA, Japan, and Singapore, and further explored the foundations of the planning and management of the network regarding the transport of DG by road in these countries. On the other hand, this report collected the data regarding major accidents which have occurred in the past 5-10 years, both domestically and internationally, to summarize their main causes, the most frequent time interval, and their potential factors, and compiled the data of the routes and places that accidents of tank vehicles and tank containers happen most frequently. The established system of this study was used to refer to the major accidents indicated above to justify its effectiveness to mitigate or eliminate traffic incidents in Taiwan. Finally, with help of the auxiliary intelligent device of transportation system to select the best route, to control the transport of DG safely and instantly by road in order to handle the unexpected risks as well was tested. In conclusion, this study set up a practically feasible program and the relevant measures for the reference of the Competent Authority, including the listing of existing regulations with comparisons to make suggestions for legal amendment and stipulation, constructing standards of procedures, and sheets for the safe management to eradicate the risks of the transport of DG by road in Taiwan. All of these are immediately in compliance with the international regulations of the transport of DG by road and enhance the level of our capability to transport DG by road among other nations. The study result can be provided as reference for the competent authorities. |
