According to the Improve Roadway Traffic Rules and Safety Program, issued by the Executive Yuan of the Republic of China, hazardous roadway improvement projects have been conducted almost yearly since 1980. 19 reports have been published over the years and a technical reference manual was also published by IOT in 1992. However, since 1992, many technologies and methodologies to improve traffic safety have been developed. Thus, this research aims to revise the technical reference manual to update the improvement experiences in related sectors both locally and in other countries. Apart from revision of the reference manual, the administrative execution procedure is also modified to reflect the change in the central policy that local governments now have full control over the road safety improvement budget, which used to be controlled by the central government. In addition, the standardized deployment procedure of innovative safety facilities is also established to enable effective and efficient execution of the improvement work. The main research results are summarized below.


Technical reference manual
Based on the existing limitation of available manpower and professional experiences, two execution architectures are established for short-term and mid-to-long term stages,respectively. The steps in both stages includes:
data collection and selection,
selection of hazardous locations
decision of improvement priority,
initiation of alternatives,
field examination,
execution of construction work, and
performance evaluation.
The difference between the two stages lies in the sequence which step (c) (d) and (e) is carried out as it will have significant effect on the required work time and work load.

Procedure for administrative execution
Local governments will play the main role of executing all the related work in the hazardous roadway improvement project. And, at the same time, the central government will play the role of supervising, providing technical support, integrating the improvement experiences from the sectors, and have these experiences shared among the different sectors.
Standardized deployment procedure of innovative safety facilities
The procedure can be initiated and executed both by the central and local governments. Either one or the other will have an evaluation committee formed to review, if it is necessary taking a close field examination and to decide on the items, which need to be inspected. The whole procedure consists of application, testing and evaluation. Within testing stage, four sub-procedures are involved, which are the type selection of testing facilities, the location selection, the before-and-after evaluation, and the management of testing results.
