Summary This research focuses on the techniques used in assessing the life cycle of auxiliary transportation facilities. Formerly, transportation facility development placed an emphasis on planning, design, and construction, but neglected the operational phase of maintenance management. The government was therefore forced to use reactionary maintenance to sustain transportation facilities. This influenced the subsequent budget allocation for these transportation facilities.

  Due to the recent completion of a transportation network, the maintenance budget is expected to increase to ensure the service quality of auxiliary transportation facilities. This research based findings on inspection of the “Transportation Design Manual” and the “Transportation Maintenance Manual” to discover the key performance indexes that influence cost in the life cycle of auxiliary transportation facilities. These manuals were the framework for the network database. Therefore, this research used the database to collect basic data, inspection data, and maintenance data to assess the condition of auxiliary transportation facilities and to predict potential budget allocation. Finally, this research proposed two strategies for auxiliary transportation facilities. The first being a reactionary maintenance strategy and the second being a planned maintenance strategy, which includes a preventive maintenance strategy and an assessment maintenance strategy. Differentiating between and analyzing these strategies can help predict the required maintenance budget and allow the government to appropriately distribute resources.
