Summary | Hazardous materials’ roadway transportation management is conducted by local motor vehicle administrations in Taiwan. However, these administrations also need to cooperate with other highway and environmental authorities. As a result, the management system often encounters efficiency and effectiveness problems and thus causes additional costs. This study first makes a comprehensive planning on functional requirements of the hazardous materials’ transportation management system, which should include the following functional items: intelligent operational and administrative process, efficient emergency response, and sufficient information providing. The demonstrative system assists the management system with three parts: administration, fixed-site supervision, and real-time supervision. The administration subsystem provides the Internet access to improve the application and approval process. The fixed-site supervision subsystem uses electronic toll collection facilities to provide the system with checking action on fixed sites on freeways, as well as the enforcement task performed by the video enforcement system. The real-time subsystem utilizes long distance wireless communication, i.e. mobile data and GSM, as well as GPS techniques to supervise in real time. It compensates for the fixed-site supervision subsystem. |
