Summary | Published in July 2004 IOT SERIAL No. 93-94-5256, 248pp. The project, Establishment of Performance Evaluation and Data Collection System for Highway, is the second phase of a continuing study compressing two former projects, namely, “Construction of the Traffic Accident GIS Database” and “Establishment of Information System for Highway Cost and Performance”. In the fisrt two projects, highway investment cost, traffic accidents, travel time, traffic volume and facilities of highway were collected, structured and kept in to databases. These heterogeneous data and information base were further consolidated into “2002 National Transportation Road Network Digital Atlas”. In this project, the function of adding new data and access of historical records was developed, and these heterogeneous databases were integrated with IOT’s electronic map into a system that evaluates the cost-performance of highways. In order to increase the efficiency and effectiveness of the access and analysis capabilities of the system, we developed the system by using modulized geographical information system and geo-coded data such that users can analyze the cost-performance of arbitrary highway network in a map. In addition, because of the improvement of the traffic accident data handling, the success hit rate of locating the accident data increases drastically. This system has not only provided more functions with a better user-interface but also greatly improved the system performance. Finally, the function of uploading Highway investment cost and traffic accident data was developed. This will facilitate and simplify the complex data collection and processing procedures. |
