Summary | It has been a focal point of how to reduce motorcycle accident risks via licensing management. This study aims to explore the systematic problems regarding motorcycle licensing management for motorcycles with engine sizes under 250cc, in Taiwan. To improve riding safety for motorcycle riders, four alternatives have been raised and evaluated, including “establishing a comprehensive graduated licensing system”, “implementing practical testing for mopeds”, “implementing compulsory training courses”, and “improving the mechanism of theoretical testing”. After considering cost, benefit, and operational facets, it is recommended that “improving the mechanism of theoretical testing” be ranked as the highest priority among the four alternatives. |
