Summary | Responding to the trend of environmental protection and the need to reduce air pollution and carbon dioxide emissions, the Institute of Transportation, Ministry of Transportation and Communications has developed an intelligent fleet resource management system (IFRMS) for commercial vehicle operations. The IFRMS can directly assist cargo carriers and related logistics industries to improve their routing and scheduling efficiency, and their customer service quality. Moreover, such system can have relevant contributions to fuel consumption control and air pollution reduction. The IFRMS is particularly suited to small and medium size carriers. The focus is on governmental assistance to industry to promote intelligent transportation systems. Because the domestic cargo industry has an insufficient level of information technology capability, self-technology improvement needs to be strengthened to improve their profitability. Government still needs to assist in industrial restructuring. The IFRMS includes a basic data management module, order management module, vehicle routing module, vehicle dispatching module, vehicle monitoring module, statements processing and index analysis module. After the practical trial, which was completed by a couple of companies invited for the demonstrate, it was discovered that such practice can not only improve 82% of operating efficiency and reduce 13% of empty-vehicle mileage, but also save about 6% of gasoline consumption and reduce about 14% of CO2 emissions, making a great improvement in operating efficiency for the cargo carriers and strengthening their competitiveness. The Institute of Transportation, Ministry of Transportation and Communications has also promoted the technical transfer authorization of IFRMS in responding to the policy of environmental protection. |
