Summary | Sustainable development pursues a balance between economic efficiency, environmental protection, and social equity. It is considered an important issue in the planning of transportation projects. Therefore, to meet the goals of sustainable development, long-term transportation planning should consider not only the traditional economic aspects of projects, but also the environmental and social aspects. Sustainable development should be the guiding principle for reviewing transportation policy, planning, development, and management.. This study attempts to integrate sustainability evaluation indicators into an intercity travel demand model. The travel demand model and an institutional mechanism have been established to enable quick evaluation of the sustainability status of current and future transportation development plans. Such a tool could provide a new base for reviewing future transportation development policies, strategies and plans. The transportation demand model will incorporate three notable characteristics: it will integrate a sustainable transportation evaluation mechanism it will serve as an analysis tool for policy making and project evaluation and it will facilitate quick sensitivity analyses for policy formulation. This is a multi-phase (4 year) study. In the first year, the main tasks have been focused on data collection and the establishment of the overall framework for the present study. During this period, the relationship between an intercity travel demand model and sustainability evaluation indicators have been analyzed to better understand the cause and effects of these indicators within such a travel demand model. Then using the established goals for intercity transportation development as a base, a set of sustainability evaluation indicators have been proposed to incorporate into the demand forecasting results. Through literature reviews, it was decided that the intercity transportation demand model adopts an interactive and iterative framework, where forecasting capability for trip distribution and modal choice could be enhanced. Furthermore, socioeconomic and existing transportation system data have been collected to allow for an analysis of current development trends and sustainability status. The data collected also serve as a reference in the future model-building phase of the study. |
