Summary | The scope of this project was composed of three topics. One is to establish feasible bike lane (way) network, another is to revise regulations and design criteria for bike lane (way) facilities and the other is to implement bicycle tour information system. Guided by a bundle of principles, the planning of bike lane network is subjected to the following rules: 1. The main purpose of bike lane implementation is to provide bicycle infrastructure on a leisure and tour basis, but meet the daily commuting needs is a plus. The bike lane network can be formed by giving a circular or linear shape. 2. Local bike lane links to local attractions, carrying out a local bike lane system for short distance bicycle tour. 3. The province highway system work as links to connect local bike lane system like a hub-and-spoke transportation system, which serve as a regional bike lane system for mid-to-long distance bicycle tour. 4. Each local or regional bike lane system is subjected to connect with urban area or railroad station. 5. It is recommended to link up the Northeastern and Southeastern bike lane system in Eastern region to establish an effective platform for island-round bike way system. However, bicycle riding on Shu-Hwa highway (province highway route 9) is not advised. Those bicycle trips can be transferred by train in stead. A final report covering integral planning of bike lane network for the project has been submitted for further implementation. The revision of regulations and design criteria for bike lane (way) facilities has reached three results. 1. A reference manual on planning and design for bike lane (way) facilities (version 1.0, Sep. 2009) . 2. A plan and stationing of bike lane (way) network in the Eastern region. 3. The discussions and revision of rule/regulation/law related to bike/bicyclists. The guideline for implement bicycle tour information system was listed as follows: 1. To collect bike lane (way) inventory data in the Eastern region for bicycle tour map preparation. 2. To implement internet value added service for the Eastern region bike lane system. 3. To work out a bicycle navigator service through on-board-unit, PDA, or cellular phone. The results submitted with the final report of this project include: 1. The establishment of Eastern region bike lane (way) network plan. 2. A bicycle tour information website hosting and further consulting for internet applications. This project will provide the tourists with a rich plethora of information about Eastern region bike lane system before they leave for the trip. In additions, It can also assist the government in promoting bike lane (way) network plan in the Western region. |
